Unified Planning Work Program – Federal Fiscal Years 2026/2027
Following the 2020 U.S. Census, Bullhead City, along with parts of Mohave Valley and Laughlin, Nevada, was designated as an Urbanized Area (UZA) with a population over 50,000, requiring the formation of a Metropolitan Planning Organization (MPO) to continue receiving federal transit funding. The City of Bullhead City led a collaborative effort with local departments, Mohave County, the Fort Mojave Tribe, and ADOT to establish the Metropolitan Planning Area (MPA).
Although parts of Laughlin were initially considered, Clark County ultimately chose to keep the area under the Regional Transportation Commission of Southern Nevada. After completing the planning and coordination, Bullhead City Council approved the formation of the BHCMPO in September 2023. This was followed by formal approval from the Arizona Governor and confirmation from the Federal Highway Administration in December 2023.
